The Chumash used bows and arrows starting about 1500 years ago.  From about 1500 to 3200 years ago the Chumash used a unique spear thrower called an "Atlatl".  It all originated from a spear, but an adaptation throwing tool was used to improve throwing distance and adding power.

The Chumash had begun to start settlements.  They hunted larger marine mammals- seal, etc... (not whale- very sacred).  The Atlatl proved very efficient, versatile, and the Chumash thrived.  The Atlatl could be used for harpooning when at sea.  Or, it could be used on land for hunting and defense.
